Pronunciamiento de los productores y consumidores tradicionales de hoja de coca ante la Organización Mundial de la Salud (OMS)

Abstract

CONSULTA LA VERSIÓN 2 DE ESTE ARCHIVO PARA ACCEDER AL .PDF COMPLETO Resumen: Este pronunciamiento, suscrito por organizaciones de productores y consumidores tradicionales de hoja de coca, representantes de pueblos indígenas y comunidades ancestrales de los Andes y de otras regiones, así como por aliados y defensores de la hoja de coca, se dirige a la Organización Mundial de la Salud (OMS) en el contexto de la 48ª Reunión del Expert Committee on Drug Dependence (ECDD), que se llevará a cabo del 20 al 22 de octubre de 2025. En dicha reunión se evaluarán los efectos en la salud de la hoja de coca y se recomendarán acciones de fiscalización a las Naciones Unidas. El documento reafirma el valor cultural, medicinal, nutricional y social de la hoja de coca, y rechaza su estigmatización basada en el uso ilícito de la cocaína. El pronunciamiento solicita a la OMS: Retirar el arbusto de la hoja de coca del Sistema de listas de sustancias controladas de la Convención Única de Estupefacientes de 1961. Reconocer su uso tradicional como patrimonio cultural y medicinal de los pueblos indígenas. Diferenciar claramente entre el uso tradicional de la hoja de coca y el abuso del alcaloide aislado. Promover políticas de salud pública que respeten y protejan nuestros derechos culturales y el uso ancestral de la hoja. Impulsar investigaciones científicas que demuestren los beneficios reales y seguros de la hoja de coca en su forma natural. Apoyar iniciativas que permitan el acceso legal y controlado a la hoja de coca para fines tradicionales, nutricionales y medicinales. VIEW VERSION 2 OF THIS ARCHIVE TO ACCESS THE COMPLETE PDF English Summary:This statement, signed by organizations of traditional coca leaf producers and consumers, representatives of Indigenous peoples and ancestral communities from the Andes and other regions, as well as allies and defenders of the coca leaf, is addressed to the World Health Organization (WHO) in the context of the 48th Meeting of the WHO Expert Committee on Drug Dependence (ECDD), to be held from October 20 to 22, 2025. At this meeting, the health effects of the coca leaf will be reviewed, and scheduling recommendations will be made to the United Nations. The document reaffirms the cultural, medicinal, nutritional, and social value of the coca leaf and rejects its stigmatization based on the illicit use of cocaine. The statement calls on the WHO to: Remove the coca shrub from the list-based controlled substances system of the 1961 Single Convention on Narcotic Drugs. Recognize its traditional use as part of the cultural and medicinal heritage of Indigenous peoples. Clearly differentiate between the traditional use of the coca leaf and the abuse of the isolated alkaloid. Promote public health policies that respect and protect our cultural rights and the ancestral use of the leaf. Encourage scientific research that demonstrates the real and safe benefits of the coca leaf in its natural form. Support initiatives that allow legal and regulated access to the coca leaf for traditional, nutritional, and medicinal purposes.
