Subnational Government Epidemic Authority Index - SGEAI

Abstract

The Subnational Government Epidemic Authority Index - SGEAI measures self-rule and shared rule during the Covid-19 crisis on a daily basis (01.01.2020-31.12.2022) for 69 subnational governments in 29 European countries. Scores are provided for 69 subnational governments (SGEAI - subnat) as well as 29 countries (SGEAI - country). Self-rule is the authoriy exercised by a subnational government within its jurisdiction and scores can take up five values: No competences (= 0), implementation competence (= 1), targeted competence (= 2), specific competence (= 3), generic competence (= 4), encompassing competence (= 5). Self-rule is traced for twelve types of restrictions. Type A. Restrictions in relation to the freedom of movement of persons: Stay-at-home-orders (A1), prohibitions to leave or enter (part of) the territory (A2), and quarantine and isolation obligations (A3). Type B. Restrictions in relation to the freedom of assembly: Restrictions regarding outdoor public (B1), indoor public (B2), outdoor private (B3), and indoor private (B4) gatherings, meetings and events. Type C. Restrictions in relation to the freedom to conduct commercial activities and to provide services: Essential (C1), non-essential (C2), hospitality (C3), educational (C4), and social-welfare (C5) businesses and service providers. Shared rule is the authority exercised by subnational governments together with the national government in the adoption of statewide restrictions and preventive measures (contact tracing, testing, and vaccination). Shared rule scores can take up three values: no shared rule (= 0), intergovernmental meetings without (= 1) and with binding decision-making powers (= 2). The SGEAI also keeps track of territorial differentiation and differentiation according to health-status of citizens (Recovered, Tested negatively, or Vaccinated; RTV-differentiation) in relation to the twelve restrictions mentioned above.
