La formación de gestores ambientales locales, respuestas diversas al cambio climático

Abstract

El cambio climático impacta en las actividades productivas, de los servicios y las poblaciones. Las comunidades litorales son muy sensibles a sus efectos y requieren de mecanismos de adaptación y mitigación. El trabajo tiene como objetivo aportar las herramientas teórico-metodológicas que favorezcan la formación de gestores ambientales locales, a través capacitaciones, prácticas locales y una mayor preparación para la reducción de riesgos de desastres. Se sustenta en la investigación-acción-participativa; se emplean métodos teóricos del análisis, la síntesis y el sistémico estructural. Se elabora un programa modular, flexible, que aporta elementos teóricos claves, complementados desde la práctica con talleres, visitas de terreno, recorridos por centros productivos y comunidades. Se incorpora el componente virtual para compensar limitaciones materiales y de movilidad. Se comentan las principales regularidades del proceso formativo. La replicación de los resultados por los futuros gestores constituye uno de los indicadores de éxito del proceso que es sometido a una mejora continua.

Climate change affects productive activities, services and populations. Coastal communities are very sensitive to its effects and require adaptation and mitigation mechanisms. The aim of this work is to provide theoretical and methodological tools that favor the training of local environmental managers, through training, local practices and a greater training to reduction of disaster risks. It is bases on participatory action-research; theoretical methods of analysis, synthesis and structural systemic are used. A modular, flexible program is develop, which provides key theoretical elements, complemented by practice with workshops, field visits, tours of productive centers and communities. The virtual component is incorporate to compensate for material and mobility limitations. The main regularities of the training process are discuss. The replication of the results by future managers constitutes one of the indicators of success of the process that is subject to continuous improvement.
