
This policy paper distils a set of governance strategies developed in the context of theresearch conducted by the ODECO project. It addresses concerns over the lack ofinclusiveness and equity of OGD, which results in the unsatisfactory delivery of social value.We propose a two-step approach. First, we present strategies to implement in the short termto elicit the reuse of data and align it with the concept of societal values - ActionPrinciples. Second, we look at the structural issues that impede or limit the delivery of equitablegovernance of OGD. The Action Principles cannot solve the power imbalances that the viewof open data as an economic asset creates. Thus, we present a set of Governance Solutions.
