Abstract

This record presents the concept note “Redefining Suicide as an Emotional Disaster: A Conceptual Framework for Emotional-Welfare Policy.”The study frames suicide as an emotional disaster—not only a personal tragedy but also a national and social crisis rooted in emotional collapse. It emphasizes emotional resilience and recovery as essential pillars of welfare policy, early intervention, and international cooperation.Policy implications include the development of an Emotional Welfare Index, integration of emotional recovery systems, and cross-national frameworks for prevention.Both English and Korean versions of the concept note are provided to ensure transparency, proof of authorship, and accessibility to international as well as domestic audiences.
