Abstract

El reclutamiento de adolescentes por parte de bandas organizadas en instituciones educativas ecuatorianas constituye un desafío social de enorme complejidad, pues compromete tanto la seguridad de los jóvenes como la estabilidad de las comunidades escolares. La creciente incidencia de este fenómeno revela la urgencia de diseñar mecanismos que permitan identificar y priorizar estrategias de intervención efectivas. Sin embargo, aunque la literatura ha explorado aspectos relacionados con la violencia juvenil y la exclusión social, persisten vacíos metodológicos en la evaluación sistemática de políticas preventivas que contemplen la incertidumbre inherente a la toma de decisiones. Para responder a esta limitación, el presente estudio aplica el modelo neutrosófico OWA-TOPSIS, una herramienta multicriterio que combina la agregación ordenada de preferencias con la capacidad de manejar indeterminación, ambigüedad y variabilidad en los juicios expertos. Mediante la recopilación y análisis de criterios provenientes de actores vinculados al sistema educativo y a la seguridad ciudadana, se jerarquizaron alternativas de acción orientadas a disminuir la captación de menores por grupos delictivos. Los resultados revelan que las estrategias más efectivas se relacionan con el fortalecimiento de programas de apoyo psicosocial, el incremento de la vigilancia comunitaria y la creación de espacios educativos inclusivos. Este trabajo no solo aporta evidencia empírica relevante, sino que también ofrece lineamientos prácticos para la formulación de políticas públicas contextualizadas y sostenibles.
