Abstract

This paper assesses the implications of inadequate planning and the weakness of management systems on average performance levels among major infrastructure works in Sudan. It included key findings from 4 detailed case studies (Khartoum Ring Road, New Khartoum International Airport, Foul Power Plant, Port Sudan Port Expansion) These weaknesses and failures have resulted in major delays, projects being cancelled or left uncompleted, and rampant cost over-runs. This paper proposed several criteria using institutional panels (university sector, bonding and independent control (contingent risks) or digital planning tools over the gap between planning to implementation in construction & infrastructure sector in Sudan.
