
Our target is to resolve endemic poverty (also known as generationally transferred poverty) legally and systemically. Because the problem is multi dimensional, covering several layers of governments, institutions and departments we need the policy to be decompartmentalized. Overcoming poverty is not something you do alone, but it is only possible if there is cooperation across various policy areas such as Wellbeing, Housing, Work and Education. That is not the case today. The well intended “poverty test” instituted by the Flemish Government a decade ago, has not yielded any results so far. On the contrary, child poverty is increasing in Flanders. The number of early school leavers is becoming so dramatic that we are Europe’s second worst performer, more than 50% of eligible families do not receive their legal right to social housing and our unemployment level of lower educated segments of society is also a European record. After a 10 years research period and some demonstration projects we have a workable concept solution.
