La autonomía ficticia de las municipalidades y la exigencia real de la población

Abstract

El presente estudio aborda la autonomía municipal en el Perú desde una perspectiva jurídico-política, examinando su regulación constitucional y legal en las dimensiones política, administrativa y económica, y su implementación en la práctica. A través de una metodología descriptiva, cualitativa y hermenéutica, con un enfoque analítico-sintético e inductivo-deductivo, se analizaron datos documentales y entrevistas a autoridades locales y líderes sociales. Los resultados evidencian que, a pesar de estar formalmente reconocida, la autonomía municipal es sistemáticamente limitada por el centralismo estatal, especialmente en la administración y ejecución de recursos económicos. Este centralismo, reforzado por el control del Ministerio de Economía, impide a los gobiernos locales atender de manera efectiva las necesidades de sus comunidades, como servicios básicos y proyectos de inversión pública, afectando la legitimidad de las municipalidades y fomentando conflictos sociales. Se concluye que, para fortalecer la descentralización y la autonomía municipal, es necesario un replanteamiento del sistema de inversión pública y una mayor asignación de competencias y recursos a los gobiernos locales.
