MATURITY ASSESSMENT FRAMEWORKS FOR DEVOPS AND AGILE TEAMS: TOOLS AND METRICS

Abstract

The adoption of Agile and DevOps practices has become a strategic imperative for enterprises seeking toaccelerate software delivery and enhance market responsiveness. While many organizations embrace thesemethodologies, a significant challenge persists: the objective measurement of progress and maturity. Withoutstructured assessment frameworks, organizations often rely on subjective impressions, vanity metrics, orincomplete dashboards, which obscure genuine progress and mislead stakeholders. This article proposes acomprehensive hybrid maturity assessment framework that integrates two complementary perspectives: acapability maturity model based on qualitative dimensions such as culture, automation, architecture, and testing,and a performance maturity model grounded in quantitative indicators, notably the four key DevOps Researchand Assessment (DORA) metrics. We provide detailed maturity rubrics, implementation toolchains, and practicalguidance on linking capabilities with performance outcomes. To illustrate its application, a case study from aglobal financial institution demonstrates how the framework enables data-driven transformation planning and thequantification of improvements in both technical and business outcomes. By blending cultural diagnostics withhard performance data, this framework offers leaders a holistic, objective, and actionable instrument to benchmarktheir current state, guide their transformation journey, and demonstrate tangible business value.
