Abstract

Synergies in the context of Horizon Europe and other funds are a way to amplify the impact of investments in research and innovation. One of the goals of the Sustainable Blue Economy Partnership (SBEP), a Member States / European Commission co-funded initiative to support the transition towards a climate neutral blue economy, is to facilitate its consortium membersin benefiting from different financial resources in a synergetic manner, enabling the co-funding of research projects. This includes fostering collaboration to access various funding opportunities at both European Union (EU) and national/regional levels. To this end, a dedicated task was foreseen in the framework of the Partnership’s activities. Given the distinct governance structures of EU funding programmes at both EU and national/regional levels, achieving funding synergy can be challenging. However, by collaboratively developing strategic objectives with regional authorities and sharing lessons learned and experiences, Horizon Europe and other funding sources can be leveraged to co-finance successful projects, including within European Partnerships. To address this issue, this deliverable provides models and guidelines on such co-funding schemes that are subject to the management structures of each member state. We aim to provide recommendationsthat can be applied across Europe to optimise research funding, especially within the thematic intervention areas outlined by the Partnership. The outcomes of this deliverable leverage from a collaborative learning process among member states and entities, an invaluable process in facilitating the realization of these funding synergies, allowing for mutual exchange and sharing of lessons learned.
