Perspectivas de la Inteligencia Artificial en la Industria Audiovisual Cubana: Soberanía Tecnológica Analizada mediante PEST-FODA Neutrosófico

Abstract

El presente artículo aborda la necesidad de diseñar una política pública orientada a regular el uso de la inteligencia artificial (IA) en la industria audiovisual cubana, considerando la perspectiva de soberanía tecnológica, mediante un enfoque de análisis PEST-FODA neutrosófico. La investigación se fundamenta en un estudio teórico-contextual que examina la evolución histórica de la IA, sus fundamentos científicos y tecnológicos, los aspectos éticos y regulatorios asociados, experiencias internacionales y la situación particular de Cuba, caracterizada por barreras tecnológicas, limitaciones en la capacitación y la ausencia de un marco regulatorio específico. Metodológicamente, el estudio adopta un enfoque mixto y triangulado, integrando perspectivas teóricas y empíricas con el análisis PEST-FODA neutrosófico. Este procedimiento permite sistematizar los hallazgos, asignando grados de verdad, indeterminación y falsedad tanto a los componentes PEST —políticos, económicos, sociales, tecnológicos, ambientales y legales— como a los elementos FODA —fortalezas, debilidades, oportunidades y amenazas. El resultado final es la propuesta de una política pública acompañada de un protocolo operativo que facilite un uso ético, regulado y eficaz de la IA en los medios radiales y televisivos. Este enfoque no solo busca potenciar el desarrollo nacional de soluciones audiovisuales, sino también aportar al debate regional sobre soberanía tecnológica y ética digital, estableciendo criterios claros para la implementación responsable de la IA en el sector audiovisual.
