TRANSFORMACIÓN DIGITAL EN LA GESTIÓN PÚBLICA PERUANA: UNA REVISIÓN SISTEMÁTICA SOBRE LA IMPLEMENTACIÓN DEL E-GOVERNMENT (2010-2024)

Abstract

La revisión sistemática indagó sobre la puesta en marcha del e-Government en la administración pública del Perú durante el período 2010-2024. Se efectuó una búsqueda en Scopus, ProQuest y Scielo, obteniéndose 3900 referencias, de las cuales se seleccionaron 60 tras aplicar criterios de elegibilidad. La calidad metodológica se evaluó con herramientas del Joanna Briggs Institute (JBI). Se incluyeron estudios cuantitativos y cualitativos que abordaron avances, desafíos y factores clave en la digitalización gubernamental desde ópticas tecnológicas, organizativas, legales y sociales. Se concluyó que hubo progresos en la eficiencia fiscal y reducción de costos gracias a la facturación electrónica, pero persistieron retos como la brecha digital, interoperabilidad y barreras legales. Las lecciones aprendidas de casos exitosos destacaron la importancia de la compatibilidad y ventajas percibidas de las tecnologías. El estudio aportó al debate sobre la modernización estatal, resaltando logros y desafíos en la transformación digital de la gestión pública peruana
