Bringing public health to the table at COP30: A guide for researchers and practitioners

Abstract

This guide is for public health researchers and practitioners who want to learn about the UNFCCC (United Nations Framework Convention on Climate Change) COP process and the role of public health research in these international negotiations. It addresses the following questions: How does a Climate COP work? What role does public health research play in this space? How can researchers engage with the COP process? This comprehensive resource provides evidence-based strategies for health professionals to engage with climate policy, integrate health arguments into NDCs (Nationally Determined Contributions), and advocate for health co-benefits in climate action. This document is also available in Spanish and Portuguese. Interactive companion guide: https://salurbal-climate.github.io/cop_2025_scrolly/ Developed by the SALURBAL Climate project team with input from WHO consultants and field experts across Latin America.

This policy guide synthesizes current knowledge on health integration within UNFCCC climate negotiations, providing practical frameworks for public health engagement at COP30 and beyond. Through systematic analysis of health advocacy strategies from COP21-COP29, expert consultations, and review of health-climate policy frameworks across Latin America, this resource equips researchers and practitioners with evidence-based tools for influencing climate policy. Key contributions include: (1) step-by-step navigation of UNFCCC processes, (2) practical advocacy strategies for NDC health integration, (3) frameworks for demonstrating health co-benefits of climate action, and (4) partnership models for municipal government collaboration. Available in three languages to support regional implementation across the Americas.
