This research presents UP Samvidhan Sabhas, an innovative civic development model designed to enhance constitutional literacy, foster grassroots innovation, and generate sustainable employment across Uttar Pradesh. The initiative proposes establishing 75 district-level civic hubs that integrate educational technology, participatory governance platforms, and skill development programs. Leveraging the cultural momentum of Maha Kumbh 2025 and aligned with UP Diwas 2026, the model aims to engage one million citizens by 2027 through a four-pillar framework: Educate, Innovate, Employ, and Celebrate. This study examines the theoretical foundations, implementation framework, anticipated outcomes, and scalability potential of this decentralized approach to civic capacity building in India's most populous state.
