Methodological Framework for the Digital Skills Assessment Tool in the Accommodation and Food Service Sector

Abstract

The digital transformation of the accommodation and food service sector is advancing in diverse and uneven ways, influenced by a combination of opportunities, constraints, and structural disparities. While large enterprises are increasingly adopting smart systems, cloud-based solutions, and digital platforms, small and medium-sized enterprises (SMEs) - which constitute the majority of the sector - often face challenges due to limited resources, low digital confidence, and restricted access to structured training opportunities. In response to these challenges, the Upskilling workers of SMEs with low Digital intensity (USMED) project - a Cooperation Partnership in the Vocational Education and Training (VET) co-funded by the Erasmus+ Programme of the European Union - has developed a sector-specific Digital Skills Assessment Tool (DSAT). The DSAT is designed to assess digital competence levels and support the formulation of targeted upskilling strategies for a wide range of stakeholders. The tool, developed by the Digital Economy Lab at the University of Warsaw, addresses a key challenge: although digital skills frameworks developed at the European level are comprehensive, they often lack direct applicability in sectors with low digital intensity, such as accommodation and food services. This gap is especially pronounced among frontline workers, seasonal employees, and SMEs without dedicated ICT functions. Existing assessment tools are frequently perceived as either too theoretical or overly technical, limiting their relevance and practical utility. This publication outlines the methodological framework underpinning the DSAT. The framework is designed to integrate digital skills diagnosis with training interventions and institutional development. The approach is structured around five core steps, each contributing to a coherent and context-sensitive strategy for improving digital competencies in the sector.
