Abstract

Der Preis- und Qualitätswettbewerb im schweizerischen Gesundheitswesen wurde im Auftrag des Schweizerischen Versicherungsverbandes SVV untersucht. Im Fokus der Untersuchungen standen dabei die Tarifverhandlungen: Wie laufen diese ab? Gibt es Optimierungsbedarf bei den Verhandlungssettings? Welche Treiber und Hemmer einer Wettbewerbsdynamik können identifiziert werden? Und schliesslich: Wie sieht ein mögliches Soll-Bild aus, in welchem sich Preis- und Qualitätswettbewerb zu Gunsten der Versicherten bzw. Patientinnen und Patienten optimal entfalten können? Die Studie zeigt unter anderem, dass es unter Berücksichtigung der heutigen Grundlagen sowohl Hemmer wie auch Treiber für den Qualitätswettbewerb gibt. Als Treiber haben sich beispielsweise die Entstehung verschiedener Einkaufsgemeinschaften oder die Entwicklung der besonderen Versicherungsformen erwiesen, gehemmt wird der Wettbewerb durch den Kontrahierungszwang oder die Wettbewerbskonzeption im Gesundheitswesen, d.h. durch dessen hohe Regulierungsdichte.
