REFORMAS EDUCATIVAS E SUAS IMPLICAÇÕES SOCIAIS NA QUALIDADE DA EDUCAÇÃO: ENTRE O NORMATIVO E O PRAGMÁTICO

Abstract

Para a presente investigação propusemo-nos reflectir sobre o contexto escolar angolano, com incidência para as reformas e suas implicações sociais na qualidade do ensino em Benguela. A investigação encerrou uma abordagem quanti–qualitativa e para a recolha e análise de dados, recorremos ao inquérito por questionário na escala de likert, envolvendo professores, à entrevista semi-estruturada aos gestores escolares da estrutura intermédia, à revisão bibliográfica e à análise documental. Os resultados do estudo permitiram compreender, que apesar de as políticas e as reformas educativas nelas ancoradas apontarem para a melhoria da qualidade da educação e ensino, as percepções dos actores de terreno emitem certa obscuridade em relação aos resultados e ao impacto real dessas reformas. Os actores observam hiatos claros entre o expresso na legislação que sustenta as políticas nacionais de educação e ensino e os impactos no quotidiano dos cidadãos e da sociedade, mesmo havendo uma expansão clara da rede escolar. Concluímos que as implicações negativas coexistem desde o ponto de vista da qualidade e da equidade, da descentralização e da operacionalização dos fins construtivistas da sociedade e políticos do Estado.
