
This report summarises the key insights from Module IV of the Tools4CAP Academy, held on 22 May 2025. The session gathered 48 professionals from 20 countries, including representatives from EU institutions, national and local authorities, researchers, and other stakeholders. The session focused on participatory and multi-level governance tools to support the design and implementation of CAP Strategic Plans. Participants explored six key tools, with hands-on training on the IOI Matrix and Intervention Logic, and discussed their practical application, benefits, and challenges. The module builds on the project deliverable “Participatory and multi-level governance decision-making tools: methodological guidelines, including protocols” (D3.3), developed by IfLS and the University of Ljubljana, with contributions from all project partners. This highlights report offers practical examples and reflections on inclusive, evidence-based policymaking in the context of the CAP New Delivery Model.
