
El artículo sintetiza el modo en que la región América latina ha gestionado epidemias desde la colonización hasta la actualidad, señalando sus principales impactos sanitarios y sociales. En particular, se analizará el rol de los confinamientos como medida sanitaria, su uso como disciplinamiento de grupos que cuestionan al poder de turno, como forma de invasión a la vida cotidiana o como sustitutos de intervenciones más onerosas. Se analiza además la capacidad y obstáculos actuales de los países latinoamericanos para complementar esa intervención no farmacológica con instrumentos disponibles en el siglo XXI, desde el trabajo remoto hasta redistribución de recursos dinerarios. La metodología se basa en análisis de fuentes secundarias, tanto documentales como bases de datos que permitan identificar asociaciones significativas para apoyar la hipótesis. La exposición ilustra que, en la etapa de desarrollo actual, las limitaciones centrales para contener y controlar las epidemias no son tecnológicas, sino políticas.
This article summarizes how the Latin American region has addressed epidemics from the colonial period to the present, highlighting their main health and social impacts. It focuses particularly on the role of lockdowns as a public health measure, examining their use as tools for disciplining groups that challenge those in power, as intrusions into everyday life, or as substitutes for more costly interventions. The study also explores the current capacities and limitations of Latin American countries to complement such non-pharmaceutical interventions with 21st-century instruments, ranging from remote work policies to the redistribution of financial resources. The methodology is based on secondary source analysis, including documentary materials and databases that allow for identifying significant associations in support of the hypothesis. The findings illustrate that, in the current stage of development, the main barriers to epidemic containment and control in the region are not technological but political.
