Abstract

O objetivo desta cartilha é apresentar as três avaliações: Avaliação do diagnóstico do problema, avaliação do desenho do programa e análise de viabilidade da avaliação de impacto. Essas avaliações são feitas no estudo de avaliabilidade, ou seja, a análise preliminar à avaliação de impacto de um programa, projeto ou política pública. Sua finalidade é verificar se o objeto da avaliação possui condições mínimas que permitam a realização de uma avaliação útil, válida e eficaz. do Programa de Qualificação das Ações de Vigilância em Saúde (PQA-VS)
