Sobrevivir a la gestión sostenible: el despliegue roll-out y su afectación sobre la pesca artesanal en Chile

Abstract

La gestión pesquera sostenible ha incidido directamente sobre el recurso pesquero y su relación con la pesca artesanal. Aunque cabe destacar los avances sobre el control de la sobrepesca y su evolución desde una estrategia top-down/bottom-up, la gestión sostenible ha reafirmado el proceso de acumulación por desposesión influyendo en la precarización de la actividad artesanal. Los casos de Horcón y Ventanas (Chile), muestran que las asunciones y los instrumentos de gestión normativa, intervienen en la actualidad como un roll-out radicalizado del Estado neoliberal chileno, que no sólo se presentalimitando e invisibilizando la actividad pesquera tradicional, sino también transformándola en valores propios de una empresa capitalista. El estudio plantea la necesidad de cuestionar los fundamentos de la sostenibilidad en pesca que se han institucionalizado y pensar en otras posibilidades que partan del complejo socioecológico local de las comunidades pesqueras.
