Abstract

Australian Scope 1,2,3 Spend based Emission Factors The Australian Spend-Based Emission Factor dataset provides Scope 1, Scope 2 and upstream Scope 3 emission factors for Australian industries, expressed in kilotonnes CO2-e per million AUD. Emission factors are provided for each Australian input-output industry group. The dataset is relevant to Australian emissions reporting and policy contexts including Scope 1, Scope 2 and Scope 3 greenhouse gas accounting, mandatory climate-related financial disclosures, Australian Sustainability Reporting Standards (ASRS), AASB S2 Climate-related Disclosures, the National Greenhouse and Energy Reporting (NGER) Scheme, the Safeguard Mechanism, net zero government operations, sustainable procurement, and supply-chain carbon reporting. The dataset is derived from Australian Input-Output tables, Australian Greenhouse Gas emission accounts and EXIOBASE data. The dataset covers both Australian emissions and emissions embodied in the supply-chain of imports. The coverage of imports is due to a coupling of the Australian input-ouput data to the EXIOBASE multi-regional input-output dataset, updated in 2026. The emission factors are currently calculated for 2019 to 2023 based on latest available energy, emissions and economic input-output data. The full description of the calculation is provided in the attached documentation. Non-commercial useThe Australian Spend-Based Emission Factor dataset is released under a customized derivative of the CC-BY-SA-NC license, incorporating additional definitions as outlined in the license file. The idea is to freely support non-profit use of the data, whilst entities deriving commercial benefit from its use contribute to support updates. Commercial useCommercial licenses, which allow for use for any case not covered in the non-commercial license are available upon enquiry. The funding accumulated through licenses and support will be used to keep the database updated and improved. Usage restrictions This dataset is provided under the conditions in license.txt. Automated scraping, crawling, indexing, embedding, AI training, model development, retrieval-augmented generation ingestion, vector indexing, chatbot ingestion, automated query-system ingestion, database replication, and creation of substitute datasets are prohibited without prior written permission.
