
This policy proposal introduces the Illumination AI Matrix Framework (IAMF), a structured virtual execution layer for generative AI systems. IAMF acts as a governance middleware that guides AI behavior through multi-stage role-based processing, ethical alignment, and dynamic context management—analogous to a Java Virtual Machine (JVM) for large language models. The framework addresses challenges such as hallucinations, inconsistency, and ethical unpredictability, and proposes a scalable and transparent architecture for AI policy enforcement across organizations.
