</script>This preprint was submitted to the *Journal of Cleaner Production* (Elsevier) on January 10, 2025, and is currently under peer review. The manuscript explores systemic challenges in sustainable wastewater reuse for agriculture in Brazil, using a mixed-methods approach combining Delphi and Cross-Impact Analysis (CIA). It identifies and prioritizes interdependencies among governance, infrastructure, financial, and social barriers that hinder the implementation of wastewater reuse in water-stressed regions. This version has not been peer-reviewed, accepted, or officially published. It is shared on Zenodo to promote open science and early feedback from the academic community.
