Abstract This research analyzed citizen participation in the implementation of the participatory budget in the Local Government of La Peca during the period 2016-2018. To this end, a qualitative and phenomenological approach was used, collecting information through interviews and documentary analysis. The results showed a lack of political commitment on the part of local authorities, along with deficiencies in the execution of prioritized projects. Participants expressed their discontent due to the scarce information available and the inefficient programming of activities. In conclusion, it is worth highlighting the need to improve the dissemination and transparency of the participatory process, in addition to strengthening the training and organization of the actors involved. In short, this study contributes to the understanding of the perceptions and challenges associated with the implementation of the participatory budget at the local level.

Resumen La presente investigación analizó la participación ciudadana en la implementación del presupuesto participativo en el Gobierno Local de La Peca durante el periodo 2016-2018. Para tal fin, se empleó un enfoque cualitativo y fenomenológico, recopilando información mediante entrevistas y análisis documental. Los resultados evidenciaron una falta de compromiso político por parte de las autoridades locales, junto con deficiencias en la ejecución de los proyectos priorizados. Los participantes manifestaron su descontento debido a la escasa información disponible y la ineficiente programación de actividades. En conclusión, se destaca mejorar la difusión y transparencia del proceso participativo, además de fortalecer la capacitación y organización de los actores involucrados. En fin, este estudio aporta al entendimiento de las percepciones y desafíos asociados con la implementación del presupuesto participativo en el ámbito local.
