Abstract

ကျေးရွာအဆင့် ဒေသန္တရအုပ်ချုပ်ရေး၏ အဓိကတာဝန်နှင့် လုပ်ငန်းဆောင်တာများ The Knowledge Series သုတေသနစာစောင်အမှတ် (၁၀) တွင် ကျေးရွာအဆင့်ဒေသန္တရအုပ်ချုပ်ရေးအကြောင်းကိုတင်ပြထားပါသည်။ အပိုင်းသုံးပိုင်းပါဝင်ပြီး ပထမအပိုင်းတွင် ကျေးရွာအဆင့်ဒေသန္တရအုပ်ချုပ်ရေး၏ အဓိကတာဝန်နှင့်လုပ်ငန်းဆောင်တာများကိုဖေါ်ပြထားပါသည်။ ဒုတိယအပိုင်းတွင် ကျေးရွာအုပ်ချုပ်ရေးဆိုင်ရာဒေသန္တရစည်းမျဉ်းဥပဒေများ(Bylaws)ကိုဖေါ်ပြထားပါသည်။ တတိယအပိုင်းတွင် ကျေးရွာအုပ်ချုပ်ရေးဆိုင်ရာဒေသန္တရစည်းမျဉ်းဥပဒေများရေးဆွဲပြဋ္ဌာန်းခြင်းလုပ်ငန်းစဉ်အဆင့်ဆင့်ကိုတင်ပြထားပါသည်။ ကျေးရွာအဆင့်ဒေသန္တရအုပ်ချုပ်ရေးသည် နိုင်ငံတစ်ဝန်းတွင် ကျေးလက်ဒေသနေပြည်သူလူထုနှင့်တိုက်ရိုက်ထိတွေ့နေသည့် အခြေခံအကျဆုံးသောအုပ်ချုပ်ရေးဖြစ်ပါသည်။ ကျေးရွာပြည်သူလူထု၏နေ့စဉ်ဘဝကိုတိုက်ရိုက်သက်ရောက်မှုရှိသည့် အရေးကြီးသောအုပ်ချုပ်ရေးလည်းဖြစ်ပါသည်။ ဖွံ့ဖြိုးတိုးတက်ပြီး၊ အေးချမ်းသာယာလှပသော နေချင့်စဖွယ်ကျေးရွာတစ်ခုဖြစ်စေရေးအတွက်လည်းအဓိကကျပါသည်။ မြန်မာနိုင်ငံတွင် လူဦးရေစုစုပေါင်း၏ ၇၀% ခန့်သည်ကျေးလက်တွင်နေထိုင်ကြပြီး၊ ကျေရွာအဆင့်အုပ်ချုပ်ရေးစနစ်ကောင်းမွန်ရေးနှင့်ကျေးရွာ/ကျေးရွာအုပ်စုတိုင်းတွင် အရည်အချင်းရှိသောကျေးရွာအုပ်ချုပ်ရေးအဖွဲ့တည်ရှိရေးသည် တိုင်းပြည်ပြန်လည်ထူထောင်ရေးတွင်ဦးစားပေးဆောင်ရွက်သင့်သည့်အရာဖြစ်ပါသည်။ ဤစာတမ်းပါဖေါ် ပြချက်များသည်အနာဂတ်ပြည်ထောင်စုမြန်မာနိုင်ငံတွင် ကောင်းမွန်သောကျေးရွာအဆင့်ဒေသန္တရအုပ်ချုပ်ရေးစနစ်တည်ဆောက်ရေးအတွက်အထောက်အကူဖြစ်ရန်ရည်ရွယ်ပါသည်။
