Die Bedeutung einer gezielten CO2-Entnahme für die Zukunft des Europäischen Emissionshandelssystems (ETS)

Abstract

Durch die Integration von Gutschriften für eine CO2-Entnahme (englisch: Carbon Dioxide Removal, CDR) in das Europäische Emissionshandelssystem könnte die Europäische Union zwei Herausforderungen auf einmal angehen. Sie würde zum einen CDR-Unternehmen Planungs- und Investitionssicherheit gewähren und den Ausbau dringend benötigter CO2-Entnahmeverfahren forcieren. Zum anderen würden CDR-Gutschriften im ETS den Zeit- und Preisdruck für beteiligte Emittenten reduzieren. Diese könnten nämlich auch dann noch Emissionsberechtigungen kaufen, wenn die EU selbst gar keine Berechtigungen mehr ausgeben wird.
