Хабарництво Як Базисна Форма Прояву Корупції

Abstract

Феномен корупції, як відомо, властивий практично для всіх сфер життєдіяльності людини. При цьому, тотальне панування корупції у державі досягається за рахунок стратегічного поширення цього явища в інститутах, покликаних запобігати та протидіяти корупції, тобто, тими інститутами влади, яким держава та суспільство надає надзвичайно високу довіру, уповноважуючи відповідними функціями. У той же час, визнаючи корупцію одним з найбільш небезпечних явищ, обумовлених людиною, сучасне українське суспільство є надзвичайно толерантним до хабарництва – базисної форми корупції. Намагаючись критично осмислити окреслену проблему, автори цієї статті аналізують сутність і видову структуру об'єктивації хабарництва. Феномен коррупции, как известно, характерен практически для всех сфер жизнедеятельности человека. При этом, тотальное господство коррупции в государстве достигается за счёт стратегического распространения данного явления в институтах, призванных предотвращать и противодействовать коррупции, т. е. теми институтами власти, которым государство и общество оказывает чрезвычайно высокое доверие, предоставляя соответствующие функции. В то же время, признавая коррупцию одним из наиболее опасных явлений, обусловленных человеком, современное украинское общество является чрезвычайно толерантным к взяточничеству – базисной форме коррупции. Пытаясь критически осмыслить данную проблему, авторы этой статьи подвергают анализу сущность и видовую структуру объективации взяточничества. Phenomenon of corruption, as we know, is common to virtually all spheres of human activity. Thus, the total domination of corruption in the state is achieved through the strategic expansion of this phenomenon in institutions intended to prevent and counteract corruption, i.e. those power institutions the state and society put an extremely high level of confidence in by providing it with appropriate functions. At the same time, recognizing that corruption is one of the most dangerous phenomena caused by man, the present-day Ukrainian society is extremely tolerant to bribery, the core form of corruption. Trying to critically examine this issue, the authors of this article analyze the nature and species composition of bribery objectification.
