Abstract

El artículo se centra en el problema de la modernización de la gestión pública en países de América Latina, mediante la integración del e-Gobierno en el sistema de atención a los ciudadanos, procurando una acción ética afirmativa, con elementos generadores del bienestar social. Para lograr tal fin, se examinan tres elementos considerados clave dentro los procesos de gestión institucional oficial: agilización de la burocracia, combate a la corrupción y la eficiencia en oferta de los servicios públicos, siendo estos puntos focales de encuentro para generar satisfacción de los demandantes. Por esta razón, el sistema de e-Gobierno propuesto debe enfrentar la transparencia de sistemas abiertos que interactúen con el ciudadano y permita la coparticipación de estos en el diseño de propuestas que conllevan a la solución de los problemas sociales. El método empleado es el hermeneútico-documental. Se concluye que el uso de tecnologías emergentes es necesario para cumplir con las demandas de la transformación social que, más allá de la implementación de sistemas de e-Gobierno, concilien las tendencias de la modernización en la gestión pública con intereses y valores políticos propios de la región latinoamericana.
