El gasto público social y su incidencia en el índice de desarrollo humano de Ecuador. Período 2007 – 2021

Abstract

El presente estudio tuvo como objetivo analizar la relación entre el gasto público social y el Índice de Desarrollo Humano (IDH) en Ecuador durante el período 2007-2021, considerando el impacto de las políticas sociales en áreas como salud, educación y bienestar económico. Mediante una metodología mixta, se combinaron análisis cuantitativos y cualitativos, utilizando datos secundarios de instituciones oficiales como el Banco Central del Ecuador y el Instituto Nacional de Estadística y Censos, complementados con revisión documental. El análisis estadístico descriptivo permitió identificar un crecimiento promedio anual del 0,16% en el IDH, destacándose la importancia del gasto social, a pesar de las fluctuaciones registradas. La tendencia general reflejó avances sostenidos en el bienestar, aunque el impacto de la pandemia de COVID-19 en 2020 provocó una contracción temporal, seguida de una recuperación parcial en 2021. Los resultados subrayan que el gasto público en sectores sociales ha sido clave para mejorar la calidad de vida, pero también evidencian la necesidad de una distribución más consistente y estrategias integrales para maximizar el impacto a largo plazo. La investigación concluye que el fortalecimiento de políticas públicas inclusivas y sostenibles es crucial para garantizar un progreso humano equitativo en Ecuador.
