La coexistence entre l'UEMOA et la CEDEAO constitue-t-elle un risque de fragmentation du marché ouest-africain ?

Abstract

Cette étude analyse l’influence de l'effet frontière sur les échanges commerciaux au sein de la CEDEAO sur la période 2000-2020. En utilisant un modèle de gravité, nous montrons que l'existence de frontières nationales entrave significativement les échanges entre les pays membres, malgré les efforts d'intégration régionale. L’auteur estime un modèle de gravité structurel à partir de la méthode Poisson Pseudo-Maximum de Vraisemblance (PPML) pour traiter l'hétéroscédasticité et les exportations nulles. Les résultats révèlent une fragmentation du marché, particulièrement au sein de l'UEMOA. Cette fragmentation est attribuée à des facteurs tels que des disparités dans l'application des règles commerciales, des procédures douanières complexes et des coûts de transaction élevés. Les résultats soulignent la nécessité d'une harmonisation plus poussée des politiques commerciales et d'une simplification des procédures douanières pour favoriser l'intégration économique régionale et réduire les coûts pour les entreprises.
