Necesidad de un mecanismo multilateral para la negociación de la deuda soberana (2019-2024)

Abstract

 La deuda soberana es un instrumento mediante el cual los Estados acceden a recursos para financiar proyectos comprendidos en los planes nacionales de desarrollo, por lo que repercute notablemente en el porvenir de sus ciudadanos. Sin embargo, los mecanismos, principios e instituciones de las finanzas globales actuales no garantizan un entorno financiero estable y equitativo que fomente el crecimiento impulsado por la inversión en desarrollo. En materia de deuda soberana, su tratamiento se ha caracterizado por la ausencia de un mecanismo multilateral, universal, capaz de garantizar un enfoque oportuno para negociaciones justas, transparentes y duraderas. Puesto que no existe configuración institucional permanente para la acción coordinada entre deudores y acreedores, el sistema actual de gestión de la deuda soberana se muestra fragmentado, disperso e inequitativo. En este escenario, la diversificación de los instrumentos de deuda soberana, la complejización en la composición de los acreedores, el agravamiento de la crisis de deuda y el limitado alcance de las iniciativas internacionales actuales han determinado, en el período 2019-junio de 2024, la necesidad de un mecanismo multilateral para la negociación de la deuda soberana.
