Abstract

Die Europäische Union schwankt zwischen dem Narrativ der Grenzenlosigkeit und dem der Grenzaufrüstung, um die Sicherheit der politischen Integration zwischen den 27 Mitgliedstaaten zu gewährleisten. Dieser Beitrag erklärt, wie das erste Narrativ im Binnenmarkt konstruiert wurde. Die Materialität der Grenze wird geändert, um den Handelsfluss und den Personenverkehr zu erleichtern. Diese Entwicklung entspricht historischen Analysen, die die Grenze als plural interpretierbaren und multiskalaren Begriff zeigen. Das Sicherheitsnarrativ ist mit den Krisen, die die Europäische Union seit 2015 heimsuchen, gewachsen. Es ermöglicht uns, die Grenze als eine nützliche Trennungslinie und einen Raum zu betrachten, der gesetzlich investiert werden muss. Der Aachener Vertrag verfolgt diesen Ansatz und schafft einen Rahmen für die grenzüberschreitende Zusammenarbeit, der in diesem Beitrag aus der Perspektive der Herausforderungen der Zweisprachigkeit beleuchtet wird.
