Las aguas transfronterizas: el escenario de la reflexión biomigratoria y est(ética)

Abstract

La gestión de las aguas transfronterizas requiere la cooperación internacional sobre los recursos hídricos y los flujos migratorios por el mar. La legislación de las cuencas transfronterizas marítimas desempeña un papel esencial en la regulación de las anunciadas biomigraciones masivas por el efecto del cambio climático y el desequilibrio en el acceso al agua. El principal objetivo de la investigación es establecer un paralelismo entre lo acuoso, la ética ecosocial y la estética artística a partir de los movimientos migratorios, con el fin de promover una distribución justa de las cargas ambientales; y abordar de manera integral y holística los retos multifacéticos que enfrenta la sociedad, derivados de las aguas mal gestionadas. El estudio aborda el concepto de transfrontera transdisciplinar (L. Taylor; E. Tigani) y el fenómeno ecosocial (M. Bookchin), desde la experiencia estética (I. Illich; G. Bachelard; M. Rivera). Se analizan las problemáticas asociadas a la desigualdad, en virtud de las barreras físicas y simbólicas relacionadas con el agua, protagonista del drama migrante. Si bien la humanidad ha incrementado los esfuerzos en la preservación de las reservas hidrológicas, igualmente, las sociedades actúan sobre la naturaleza adaptándola a sus necesidades creadoras, como medio para construir el pensamiento mítico y cósmico del mundo ligado a las aguas, tan creativas como destructoras.
