Scholarly Serials & Published Online Heritage: Measuring What Is Kept

Abstract

The Keepers Registry is a global monitor of archival status for online continuing resources assigned with ISSN. Forming part of the ISSN Portal, it is available at https://keepers.issn.org , The purpose of the presentation is two-fold: to share knowledge of archiving reported into the Keepers Regstry; to encourage more archiving organisations to join the Registry. The statistical information used is taken from a report to the Technical Advisory Committee for the Registry, compiled by Peter Burnhill, one of the authors of the presentation. This shows significant progress in known archiving of 'scholarly titles' achieved from June 2012 to December 2023, but with larger variation across countries of publication; the highest Ingest Ratio is for countries which host the big commercial publishers. Very much less is known about the larger number of online continuing resources not indexed as scholarly - namely, the world's published heritage - the resources needed for scholarship and public understanding. The presentation concludes with the objectives for the Registry included in the ISSN Strategy Organisations, including new Keepers, especially those from Asia, Africa and South America, which have mandates to be stewards of each nation's digital heritage; this being in line with The UNESCO/PERSIST Guidelines for the Selection of Digital Heritage for Long-Term Preservation. UNESCO (2021).
