Abstract: The study aimed to analyze the absolute and relative increase of scientific production in Open Access in Brazil and in the World, taking into account that in the year 2017 the "Budapest Initiative for Open Access" completed 15 years of its publication. The literature review presented the main Open Access milestones and initiatives, such as journal portals, and especially SciELO. For the study, data from the Web of Science (using the new Open Access filter) and SciELO from the years 1998 to 2016 (5 years before the publication of the Budapest Initiative and 14 years later) were collected for a comparative analysis of the restricted access and open access. The results showed that Open Access production is increasing in the world, being even more pronounced in Brazil. The study concludes by confirming that the Budapest Initiative and all those that followed have strengthened and instituted Open Access as a sustainable and necessary model for the dissemination of the results of research funded mainly by public resources. Resumo: O estudo objetivou analisar o aumento absoluto e relativo da produção científica em Acesso Aberto no Brasil e no Mundo levando-se em consideração que no ano de 2017 a “Iniciativa de Budapeste pelo Acesso Aberto” completou 15 anos de sua publicação. A revisão de literatura apresentou os principais marcos e iniciativas do Acesso Aberto, como os portais de periódicos, e em especial a SciELO. Para a realização do estudo foram coletados dados da Web of Science (utilizando-se o novo filtro de Acesso Aberto) e SciELO dos anos de 1998 a 2016 (5 anos antes da publicação da Iniciativa de Budapeste e 14 anos depois) para análise comparativa da produção em Acesso Restrito e em Acesso Aberto. Os resultados demonstraram que a produção em Acesso Aberto é crescente no mundo, sendo ainda mais pronunciada no Brasil. Conclui-se o estudo atestando que a Inciativa de Budapeste e todas aquelas que se seguiram fortaleceram e instituíram o Acesso Aberto como um modelo sustentável e necessário para a divulgação dos resultados de pesquisas financiadas majoritariamente com recursos públicos.
