Die relativ konfliktfreien Parlamentswahlen Ende März galten als Indiz der weiteren Konsolidierung des Demokratisierungsprozesses. In der zersplitterten Parteienlandschaft von weit über hundert Parteien hatten allerdings machtpolitisch motivierte Kontroversen Vorrang vor inhaltlicher Auseinandersetzung, wie das Beispiel der schleppenden Fortschritte des Dezentralisierungsprogramms oder die Blockierung des Staatshaushaltsgesetzes im Parlament durch die Opposition zeigte. Außenpolitische Kontroversen um Menschenrechtsverletzungen des Eyadéma-Regimes belasteten das Verhältnis zu Togo. Nicht zuletzt der anhaltend hohe Zufluß von Entwicklungshilfe, bedingt durch den „Demokratisierungsbonus“, trug zur Stabilisierung der Wirtschaftsentwicklung bei.
The relatively conflict-free parliamentary elections at the end of March were seen as a sign of further consolidation of the democratisation process. However, in a fragmented political landscape with well over a hundred parties, power politics took precedence over substantive debate, as illustrated by the slow progress of the decentralisation programme and the opposition's blocking of the state budget bill in parliament. Foreign policy controversies over human rights violations by the Eyadéma regime strained relations with Togo. Last but not least, the continued high inflow of development aid due to the "democratisation bonus" contributed to the stabilisation of economic development.
