Abstract

Die blutige Unterdrückung der Opposition führte zu zunehmendem innen- und außenpolitischen Druck, der das Eyadéma-Regime zu Zugeständnissen beim demokratischen Erneuerungsprozeß zwang. Die Nationalkonferenz im Juli/August resultierte in einer offenen Kritik der Menschenrechtsverletungen des Eyadéma-Regimes und in dessen weitgehender Entmachtung durch eine Übergangsregierung unter Ministerpräsident Koffigoh. Eyadéma, der sich während seiner Regierungszeit — mit tatkräftiger ausländischer Unterstützung — eine der größten Armeen der Welt (pro Kopf der Bevölkerung) aufgebaut hatte, die ihm durch ethnische und regionale Abstammung persönlich verbunden ist, machte den Machtwechsel durch einen “Putsch auf Raten” im November teilweise wieder rückgängig. Verschiedene afrikanische Staatsmänner befürchteten, daß damit ein Präzedenzfall für eine roll-back-Strategie der reaktionären Kräfte auch in anderen Staaten geschaffen würde, und sie verurteilten die passive, inkonsequente Haltung Frankreichs gegenüber dem Putsch. Ethnische Konflikte im Gefolge der politischen Divergenzen nahmen zu. Die Wirtschaftsentwicklung zeigte erste rezessionäre Tendenzen.

The bloody repression of the opposition led to increasing domestic and international political pressure, forcing the Eyadéma regime to make concessions in the democratic renewal process. The national conference in July/August led to open criticism of the Eyadéma regime's human rights abuses and to his widespread disempowerment by a transitional government led by Prime Minister Koffigoh. Eyadéma, who had built up one of the world's largest armies (per capita) with active foreign support, and who was personally linked to the country by ethnic and regional ties, partially reversed the transfer of power in a "coup d'état" in November. Several African statesmen feared that this would set a precedent for a rollback strategy by reactionary forces in other states, and condemned France's passive, inconsistent attitude towards the coup. Ethnic conflicts increased as a result of the political divergences. Economic development showed the first signs of recession.
