Abstract

Un développement récent dans les études européennes est l’émergence d’un discours sur la souveraineté européenne, gagnant en importance après l’allocution du président Emmanuel Macron à la Sorbonne en septembre 2017. Ce concept implique que l’UE adopte une approche plus géopolitique et qu’elle protège ouvertement ses intérêts. Le but de cet article est d’explorer les objectifs que le président Macron et le gouvernement français ont voulu atteindre en introduisant ce type de discours dans l’espace narratif de l’UE. En outre, le texte examine dans quelle mesure cette position agit comme un mécanisme de légitimation des objectifs économiques de la France.

O evoluție recentă în studiile europene este apariția unui discurs privind suveranitatea europeană în politica UE, proeminenț după alocuţiunea președintelui Emmanuel Macron la Sorbona în septembrie 2017. Acest concept presupune ca UE să adopte o abordare mai geopolitică și să își protejeze propriile interese. Textul de faţă își propune examinarea obiectivelor pe care președintele Macron și guvernul francez au urmărit să le atingă prin introducerea discursului asupra „suveranităţii” în naraţiunea UE. Articolul explorează totodată măsura în care această poziție servește drept mijloc de legitimare a obiectivelor economice ale Franței.

A recent development in European studies is the emergence of a discourse on European sovereignty in EU politics, gaining prominence after President Emmanuel Macron’s Sorbonne speech in September 2017. This concept entails the EU adopting a more geopolitical approach and openly protecting its own interests. This article aims to examine the goals that President Macron and the French government wished to achieve by introducing this type of discourse into the EU’s narrative. Additionally, it explores the extent to which this stance serves as a means to legitimise France’s economic objectives.
