Abstract

Résumé Le tourisme représente un pilier essentiel de l'économie européenne, contribuant de manière significative à la croissance économique, à la création d'emplois et à la vitalité des cultures locales à travers les 27 États membres de l'Union européenne (UE). Cependant, cette industrie dynamique est confrontée à des défis critiques, exacerbés par des crises mondiales telles que la pandémie de COVID-19. Cette crise sanitaire sans précédent a mis en lumière les vulnérabilités du secteur touristique, affectant profondément les flux de voyageurs, les entreprises touristiques et l'ensemble de l'économie européenne. Dans ce contexte, la question fondamentale se pose : comment le secteur touristique de l'Union européenne peut-il non seulement se rétablir des effets dévastateurs de la pandémie de COVID-19, mais également s'adapter de manière durable aux futures crises mondiales ? Cette problématique soulève la nécessité d'explorer les stratégies d'adaptation, les réponses réglementaires et les initiatives stratégiques nécessaires pour renforcer la résilience du tourisme européen. La réponse à cette question cruciale nécessite une analyse approfondie des fondements économiques du tourisme européen, des cadres réglementaires qui gouvernent l'industrie, et des adaptations stratégiques mises en œuvre en réponse à la pandémie de COVID-19. En intégrant des perspectives théoriques telles que la gouvernance collaborative, le développement durable et la gestion de crise, cette recherche vise à identifier les meilleures pratiques et à formuler des recommandations stratégiques pour soutenir un tourisme européen robuste, résilient et durable face aux défis futurs. Abstract : Tourism represents a crucial pillar of the European economy, significantly contributing to economic growth, job creation, and the vitality of local cultures across the 27 member states of the European Union (EU). However, this dynamic industry faces critical challenges, exacerbated by global crises such as the COVID-19 pandemic. This unprecedented health crisis has highlighted the vulnerabilities of the tourism sector, profoundly affecting traveler flows, tourism businesses, and the overall European economy. In this context, a fundamental question arises: how can the EU tourism sector not only recover from the devastating effects of the COVID-19 pandemic but also sustainably adapt to future global crises? This issue underscores the necessity of exploring adaptive strategies, regulatory responses, and strategic initiatives needed to strengthen the resilience of European tourism. Answering this crucial question requires a thorough analysis of the economic foundations of European tourism, the regulatory frameworks governing the industry, and the strategic adaptations implemented in response to the COVID-19 pandemic. By integrating theoretical perspectives such as collaborative governance, sustainable development, and crisis management, this research aims to identify best practices and formulate strategic recommendations to support a robust, resilient, and sustainable European tourism sector in the face of future challenges.
