Collusion frauduleuse dans les collectivités territoriales décentralisées

Abstract

Depuis plus de deux décennies d’atteinte à la fortune publique au Cameroun, l’Etat central tout comme les gouvernements locaux demeurent toujours aussi vulnérables face à la délinquance financière. Le triangle de la fraude considère généralement un individu, agissant seul, mais la co-délinquance financière est un élément central des fraudes car les montants perdus dans les fraudes collusoires restent beaucoup plus élevés. C’est pourquoi le présent article tente de déterminer si les collusions frauduleuses affectent davantage les collectivités territoriales que les fraudes individuelles sur un plan financier. Il s’agit spécifiquement d’identifier les types de fraudes perpétrés en collusion dans les municipalités camerounaises ainsi que les conséquences financières qui en résultent. L’analyse descriptive des données issues du rapport d’audit et des états financiers de 55 communes renseignent suffisamment sur les types de fraudes commises dans les collectivités territoriales camerounaises tant sur le plan individuel que collectif. Elle permet également de ressortir que le montant des irrégularités financières dû à l’aspect collusoire de la fraude est beaucoup plus élevé que celui des fraudes commises individuellement.
