Abstract

La Universidad Nacional Francisco Luis Espinoza Pineda pone especial énfasis en la aplicación de los principios de la gestión de la calidad para responder al cumplimiento de su filosofía institucional. En este sentido, asume el compromiso de encauzar un nuevo rumbo en la planificación estratégica para transitar de un enfoque de gestión por resultados a uno de gestión por procesos, a fin de cumplir los objetivos estratégicos y lograr la satisfacción de los estudiantes. Objetivo: describir los pasos desarrollados en esta transición. Método: se utilizó la técnica de análisis documental de las memorias de los talleres desarrollados para la planificación como principal recurso metodológico. Resultados: se evidencia el cambio realizado en la planificación estratégica, que anteriormente estaba concebida en base a las cuatro funciones sustantivas, y ahora quedan elaboradas en dos procesos estratégicos, tres procesos clave y seis de apoyo, reflejados en el mapa de procesos. A su vez, se proyecta el Plan de Desarrollo Institucional, el Plan Estratégico Institucional y el Plan Operativo Anual. Conclusión: se logra la integración de todos los protagonistas de la universidad y la gestión de cambio a través del liderazgo y la cultura de mejora continua para alcanzar resultados óptimos de calidad.

The Francisco Luis Espinoza Pineda National University places special emphasis on the application of quality management principles to fulfill its institutional philosophy. In this regard, it undertakes the commitment to chart a new course in strategic planning, transitioning from a results-based to a process-based management approach, in order to achieve strategic objectives and student satisfaction. Objective: to describe the steps taken in this transition. Method: the document analysis technique was employed using workshop reports as the primary methodological resource. Results: the change implemented in strategic planning is evident, as it was previously based on the four substantive functions and has now been restructured into two strategic processes, three key processes, and six support processes, as reflected in the process map. At the same time, the Institutional Development Plan, the Institutional Strategic Plan and the Annual Operating Plan are projected. Conclusion: the integration of all university stakeholders and change management is achieved through leadership and a culture of continuous improvement to attain optimal quality results.
