
The full and correct application of the Administrative Code of the Republic of Moldova depends on an existence of an administrative culture of the service, in which public servants understand and internalize the principles of good administration. An important chapter of the Administrative Code of the Republic of Moldova is represented by common principles and specific principles of the administrative procedure, which draw the guidelines for the legal system and for public authorities. In well-determined cases, the principles of law comply with the regulatory norm. In this study, we set out to make a brief analysis of the specific governing principles of administrative procedure, through the norms of the Administrative Code of the Republic of Moldova.
