Abstract

Résumé Si le Maroc est parvenu à relever les grands enjeux via l’affermissement de sa compétitivité économique et la construction de ses institutions politiques, il existe cependant une certaine unanimité affirmant que l’école publique primaire en milieu rural se heurte sempiternellement, dans son fonctionnement quotidien, à une pléthore de dysfonctionnements qui sont à l’origine de sa déliquescence en termes de gouvernance, de performance socio-économique, d’incurie, d’absentéisme, de persistance du comportement réfractaire au changement ou encore de qualité des prestations offertes aux citoyens. L’ensemble de ces facteurs empêche l’ascenseur social d’accompagner le développement humain escompté. Cette situation, qualifiée comme épineuse, génère des coûts cachés sabotent l’ascension prévue desdites écoles. C’est dans cette perspective et dans ce sens que va l’intérêt de notre recherche. Notre ambition, est de comprendre, en ayant recours à la théorie socio-économique, comment les établissements de l’enseignement primaire en milieu rural opèrent dans un environnement marqué par une myriade de dysfonctionnements portant atteinte à son fonctionnement, d’appréhender leurs causes, leurs effets y afférents mais aussi de proposer des solutions idoines afin de les conjurer. Dans cette veine d’idée, notre démarche s’est inscrite dans une vision constructiviste pragmatique qui consiste à voir la réalité en se rendant compte du fonctionnement réel des écoles primaires publiques marocaines en milieu rural. Pour ce et afin de parvenir à une certaine représentation de la réalité, la population rencontrée lors des entretiens semi-directifs était composée de cinq catégories de personnel à savoir : des inspecteurs, des directeurs, des administrateurs pédagogiques en période de formation, des enseignants primaires et des représentants de parents d’élèves. Nos résultats empiriques seront présentés en trois temps. Premièrement, obtenus via une analyse textuelle assistée à l’aide du logiciel NVIVO, version 12. De même, deuxièmement par un effet miroir, et troisièmement par l’avis d’expert. Mots clés : Théorie socio-économique - Dysfonctionnement – Coût caché - performance socio-économique. Abstract Although Morocco has succeeded in meeting the major challenges it faces by consolidating its economic competitiveness and building its political institutions, there is nevertheless a certain unanimity that the public primary school in rural areas is constantly coming up against a plethora of dysfunctions in its day-to-day operation, which are at the root of its decline in terms of governance, socio-economic performance, negligence, absenteeism, persistent behavior resistant to change and the quality of services offered to citizens. Taken together, these factors prevent the social lift from delivering the human development expected. This situation, described as thorny, generates hidden costs that sabotage the planned rise of these schools. It is from this perspective and in this sense that our research is of interest. Our ambition is to understand, using socio-economic theory, how primary schools in rural areas operate in an environment marked by a myriad of dysfunctions affecting their functioning, to understand their causes and related effects, and also to propose appropriate solutions to counter them. In this vein, our approach was in line with a pragmatic constructivist vision which consists of seeing reality by becoming aware of the actual functioning of Moroccan state primary schools in rural areas. To this end, and in order to arrive at a certain representation of reality, the population met during the semi-structured interviews was made up of five categories of personnel: inspectors, head teachers, educational administrators in training, primary teachers and parents' representatives. Our empirical results will be presented in three stages. Firstly, obtained via an assisted textual analysis using NVIVO software, version 12.
