Abstract

BeleidsontwikkelingenIn Nederland wordt al ruim veertig jaar landelijkbeleid gevoerd dat gericht is op de bestrijding vanonderwijsachterstanden die het gevolg zijn van sociale,economische en culturele factoren gelegen in dethuissituatie van kinderen. Aanvankelijk was er apartbeleid voor autochtone arbeiderskinderen en kinderen vanbuitenlandse werknemers. Halverwege de jaren tachtigwerden deze twee beleidsstromen samengevoegd vanuitde gedachte dat de problemen van beide doelgroepenvergelijkbaar waren en dat daarom ook met één aanpakvolstaan kon worden. Dit neemt niet weg dat er toch ookaparte maatregelen werden genomen voor allochtonekinderen. Tien jaar geleden verdween die etnischecomponent helemaal uit het beleid.
