Abstract

Digital sovereignty, a concept that encompasses a state's independence in domestic and foreign policy within the digital sphere, has become a crucial aspect of statehood in the era of global digital transformation. It refers to the power and authority of a national government to make free decisions affecting citizens and businesses within the digital domain, and it is often seen as a measure of a state's stateness, security, and economic potential. The concept of digital sovereignty gained momentum due to the rapidly growing amounts of data, the challenging cyber security landscape, global political turmoil, and changes in international regulations. It is closely related to data sovereignty and sovereign cloud, which focus on the rules and reference architectures that can help safeguard data and ensure state control over technology and services in use.
