Abstract

El rubro destinado a medicamentos representa aproximadamente el 20% del gasto en salud de Colombia. Tal magnitud de gasto amerita una comprensión del mercado y los mecanismos de compra inteligente para lograr el mayor valor por dinero posible, en especial en los hospitales públicos en Colombia, para promover la eficiencia en el gasto y mejorar el acceso a los medicamentos de la población que atienden. Para cuantificar y comprender las ineficiencias en la compra de medicamentos por parte de hospitales públicos, el Centro de Pensamiento "Medicamentos, Información y Poder” de la Universidad Nacional de Colombiay Open Contracting Partnership adelantaron un estudio, con un enfoque complementario cualitativo y cuantitativo, orientado a sugerir recomendaciones que permitan superarlas. El estudio permitió hacer una serie de recomendaciones, clasificadas en políticas públicas y de fortalecimiento institucional y elaborar dos documentos de soporte a estas recomendaciones: una propuesta de Lineamientos de Buenas Prácticas para la Compra de Medicamentos en Hospitales Públicos y una Guía de uso de datos abiertos para la compra de medicamentos Este es un resumen del estudio y de las principales recomendaciones,
