Many of those who see advertisements or publications that promise to profit by buying frozen dollars find that they are on their way to realizing their life dream of getting rich. You find them trying the first time to send money to promoters, and they give them the illusory boost of hope, after which they send a second batch of money, to be surprised that that dream is a mirage, and that it is under penalty of penalties for financial fraud. As a result of the decline in the dollar supply in some Arab countries, the decline in exchange rates, and the eagerness of people to get out of the impasse that haunts them in their economic lives, the term "frozen dollar" has come to the forefront, a phenomenon that is added to the list of selling counterfeit money or money laundering that some Arab countries have suffered from for years.

يتبادر إلى الكثير ممن يرى إعلانات أو منشورات تعد بالربح من خلال شراء الدولار المجمد بأنه في طريقه لتحقيق حلم حياته بالثراء، فتجده يجرب في المرة الأولى إرسال المال للمروجين، فيعطونه دفعة الأمل الوهمية التي يرسل على إثرها دفعة ثانية كثيرة من المال، ليتفاجأ بعد ذلك بأن ذلك الحلم سراب، وأنه تحت طائلة العقوبات التي تعنى بالاحتيال المالي. نتيجة لانخفاض معروض الدولار في بعض الدول العربية، وانخفاض أسعار الصرف، ولهفة الناس إلى مخرج من المأزق الذي يؤرقهم في حياتهم الاقتصادية، ظهر إلى الواجهة تعبير "الدولار المجمد" وهي ظاهرة تضاف إلى قائمة بيع الأموال المزورة أو غسيل الأموال التي تعاني منها بعض الدول العربية منذ سنين.
