Abstract: The study aimed to identify the role of re-engineering administrative processes in developing the performance of Libyan health institutions، and to identify the requirements for re-engineering administrative processes (support for senior management، organizational structure، strategic planning، information technology، effective communication، training and developing employee skills) in health institutions. Libya: In this study، the descriptive analytical method is used، and the questionnaire is used as a tool for collecting information. The study reached several results، the most important of which are: a decrease in the provision of information technology to re-engineer administrative processes in Libyan health institutions، the organizational structure needs to change to keep pace with modern administrative developments، workers do not have sufficient capacity and capabilities to use modern technology and techniques، there is a delay in administrative procedures as a result of complications And the difficulties in the administrative levels of the health institution. The health institution does not have the human، technical and financial capabilities necessary for the strategic planning process. The application of re-engineering of administrative processes contributes to the transformation of the health institution into a modern institution that keeps pace with change and development. The most important recommendations of the study are: The organizational structure must be changed to keep pace with modern administrative developments. Information technology must be provided to re-engineer administrative processes in Libyan health institutions. The health institution must have the human، technical and financial capabilities necessary for the strategic planning process. Keywords: Administrative process engineering, performance development, Libyan health institutions. دور اعادة هندسة العمليات الادارية في تطوير أداء المؤسسات الصحية الليبية ملخص الدراسة: هدفت الدراسة للتعرف على دور اعادة هندسة العمليات الادارية في تطوير أداء المؤسسات الصحية الليبية، التعرف على متطلبات اعادة هندسة العمليات الادارية ( دعم الادارة العليا ، الهيكل التنظيمي، التخطيط الاستراتيجي ، تكنولوجيا المعلومات، الاتصال الفعال، تدريب وتنمية مهارات العاملين) في المؤسسات الصحية الليبية ، يتم في هذه الدراسة استخدام المنهج الوصفي التحليلي ، والاستعانة بالاستبيان كأداة لجمع المعلومات، توصلت الدراسة إلي عدة نتائج من اهمها : انخفاض توفير تكنولوجيا المعلومات لإعادة هندسة العمليات الادارية في المؤسسات الصحية الليبية ، الهيكل التنظيمي بحاجة الي التغيير ليواكب التطورات الادارية الحديثة، لا يتوفر لدي العاملين القدرة والإمكانيات الكافية لاستخدام التكنولوجيا والتقنيات الحديثة ، هناك تأخير في الاجراءات الادارية نتيجة التعقيدات والصعوبات في المستويات الادارية بالمؤسسة الصحية ، لا تتوفر بالمؤسسة الصحية الامكانيات البشرية والتقنية والمالية اللازمة لعملية التخطيط الاستراتيجي، يساهم تطبيق اعادة هندسة العمليات الادارية في تحول المؤسسة الصحية الي مؤسسة حديثة تواكب التغيير والتطوير، توصيات الدراسة من اهمها: يجب تغيير الهيكل التنظيمي ليواكب التطورات الادارية الحديثة، يجب توفير تكنولوجيا المعلومات لإعادة هندسة العمليات الادارية في المؤسسات الصحية الليبية ، يجب ان تتوفر بالمؤسسة الصحية الامكانيات البشرية والتقنية والمالية اللازمة لعملية التخطيط الاستراتيجي . الكلمات المفتاحية: هندسة العمليات الادارية، تطوير الاداء، المؤسسات الصحية الليبية.
